Scouring Winds Windstorm question

So here is the spell:
Scouring Winds

Does the windstorm push small objects away from the center or is it more of a tornado in a circular movement?

Small creatures in a Windstorm 50+ MPH are Blown Away.

I'd say it's up to the GM to describe it, but yeah, I'd say blown back from the epicenter.
