Different style of ship. The Drake a more of a combat ship than the Pegasus. This means, for me anyways, that a crew would be more aggressive with the Drake and thus be more likely to approach an enemy ship in a more head on fashion.
Not every ship will have a weapon in every arch. Both Starfinder ships do have turrets.

I understand that logic. But it still in my opinion isn't consistent with what we see throughout the evolution of the ship.
We see that multiple times it does have a starboard weapon. Not only at various levels does it have a starboard weapon but the weapon itself is the same as the port weapon, which is also the same weapon that listed as a second forward arch weapon.
Like it would make sense if the ship just kept adding weapons etc. And happened to leave the starboard arch for last or something. But that isn't what occurs.
What is also compelling from a formatting perspective is that the PDF files list the starboard weapons after the forward weapons.
I think it is simply more likely a editing mistake. Which is no ones fault mind you we are getting this all for free.
Which is why I am curious to get a official ruling from someone in the actual Org.

Well, good luck getting an official ruling. Those don't usually happen when come to "why was this done this way". We might have gotten something from Thurston but he is no longer in charge of Starfinder so that would leave it to be provided by John.
I agree it doesn't make sense, so decisions (sacrifices?) had to be made for the sake of balance.
As to the order of how weapons are listed, that is something that began from the very beginning of the game. Looking at a diagram of a ship, it is natural for western folks to read left to right. Starboard is the first arc you encounter and then go clockwise. At least is how I figure it works.

I imagine the Pegasus and Drake as standard hulls with very modular designs. They are probably constantly being modified by Society engineers. Which explains why the ships are so different at each tier. Once you throw in player boons, they get even more varied.
The asymmetry of the ship at certain tiers is odd, but not unthinkable. Whoever made the mod wanted to have a strong broadside option and planned to fight the ship in specific ways.
"Orbit your target counter-clockwise to keep your port weapons on target."
The odd part for me is that this kind of design didn't build the shields stronger on one side to strengthen the shields you'd most likely try to keep facing the enemy.
