Do all of these deal additional damage when the scatter deals damage through blunderbuss? Or just the main target?

Just the main target. The scatter properly doesn't actually make it an AoE weapon, it just deals damage to enemies around the target when you hit the target.

While it is true that the property rune wouldn't cause additional damage to splash only foes directly, I do believe that the splash damage dealt would benefit from the trait granted by the rune.

So if you were to use a flaming blunderbuss against a bunch of foes who have a weakness to fire, the splash damage would trigger that weakness, similar to a bomb.

When an attack deals a type of damage, the attack action

gains that trait. For example, the Strikes and attack
actions you use wielding a sword when its flaming rune is
active gain the fire trait, since the rune gives the weapon
the ability to deal fire damage.

Neat.
