Over time it's better to fob-oip.

But if your against an actual threat and you are not gonna live long. Oip-fob will probably result in a quicker death.

I like to use Tiger Slash first against higher AC enemies and risk FoB afterwards for the extra dice rolls for the occasional hit/crit when I need to tank some hits so moving away would be counter-productive. But I use FoB first then Tiger Slash on weaker foes, because my third attack often has a reasonable of change to hit specially if the target is my Ranger teammate's prey and he gave me Warden's Boon, that extra shove can cost the weaker enemy a couple of actions or prompt different movements to trigger my Stand Still in case they want to flank me or attack someone else that require going through my reach.

If I have a Hero Point and need to hit with that single roll, I definitely change my course of action from FoB to Tiger Slash.

The real issue is while fob and movement is definitely is shtick.

But many of the attacking feats devalue your shtick into being a 3rd action Hope as opposed to more often forcing those stunning strike saves. So I can see the annoyance with this. Meanwhile many martials who multicass into monk for fob at ten see a big power spike (namely barbarian, fighter and rogue)
