Resurrection Boon Question

So, I've been doing a deeper dive into the Organized Play Guide, because I don't feel I've been getting the most out of the faction boons. Some are really good.

But I ran into one that's making me go back and question the All Factions - Resurrection Boon.

For 25 Fame, a player can purchase a Raise Dead spell; for 50 fame I can purchase a Resurrection ritual. It doesn't mention the material cost of the ritual and I've always assumed that any gold cost is wrapped up in the Fame cost.

The Envoy's Alliance has a boon, Bring Them Back Alive, at Tier 3. It's a social boon, so it takes a slot. It lets you and your allies treat your level as one lower for the Raise Dead spell or the Resurrection ritual.

What does that do if we pay for all expenses with the Fame expenditure? Seems useless unless we're supposed to be paying the material cost of the spell or ritual.

That seems prohibitively expensive if that's the case, though. Let's say you've squeaked by the threshold for 3rd level (24 XP) and saved your XP. The worst happens, but you've saved all of the 25 fame for a Raise Dead. Are you expected to pay the 600gp material cost too? At 3.8gp per bundle or 38 gp per scenario, you'd be pretty wiped out cash-wise. Which makes me feel like the fame is inclusive of the material cost.

But if that's the case, what does that Envoy's Alliance boon do? Any ideas?

Level only matters if you're above 13th for Raise Dead or above 10th level for Resurrect.

A 3rd level character won't need Bring Them Back Alive.

You might get the spell cast (all PFS characters have access) or purchase the ritual without fame.
