I'm trying to make an item to permanently make my small character a medium sized creature. As best I can tell, as a 1st level spell, making it a permanent effect (Spell level x Caster level x 2,000gp) it would only cost 2,000gp.
However, I noticed there is the Titanic feature that can be added to a set of armor, which is equivalent of a +3 bonus (about 9,000gp value). Am I reading it correctly that I can make the item so cheap?

I found a couple old threads making similar items.
Spell level x Caster level x 2000gp x Duration Modifier
Since the duration for Enlarge person is minutes/level the multiplier appears to be 2.
So 4000gp.
When compared to the fact that you can make Enlarge Person permanent with Permanency for 2500gp, and consider that Permanency is dispellable and an item isn't, this seems reasonable.

You have to have a +1 Enhancement bonus before you can add special qualities ti your armour, so it'd be +1 Titanic Armour which is ~16,000gp.
If TiwazBlackhand is right then that seems pretty expensive, but remember the first rule of item crafting is "Look what already exists and build close to that".
+3 is probably more than it's worth, but maybe there's a compromise.

The Titanic enchant only gives you 1 minute per day for a +3 bonus. It acts as a virtual sige larger for some things, but not all stuff that the spell does.
The Fairy Cap is a consumable for 10 minutes for 250 gp.
Your formula should not be used, since there is something very similar: Juggernaut's Pauldrons at 40,000 gp. It has other effects, but it has all day Enlarge Person effect.
Since the 40K item is similar, any magic item that is doing a similar thing should be priced similarly. Without examining the details, I would not let you make it for less than half the Pauldrons price.

Specifically for a small character, I would offer a substantial discount. The main draws of Enlarge person seem to be reach and increased damage dice. Going from 5ft to 10ft and 1d8 to 2d6 is significant. Going from 5ft to 5ft and 1d6 to 1d8 is substantially less so.
The pauldrons grant a +4 to your CMD, the ferocity special ability and let you cast a 3rd level spell 3/day as an immediate action when you meet the requirements. I mean, if I just had to take a stab at pricing those things, I'd say 8,000+3,000+6,000+23,000...yeah, that thing is a good deal, assuming you want all that stuff. Ferocity is probably fairly cheap, but next up is definitely the enlarge person part. That effect isn't worth half of the other two individually, let alone together.
