That's a very modern Western phenomenon. My parents certainly did not grow up in a time where you threw away good food.
I dislike the glut of feats for things that you shouldn't need them for. I'd use a combination of Survival for hunting and trapping wildlife like rats bugs, pigeons etc., Sleight of hand/Stealth for stealing, Knowledge (local) to know the good places to find food, Charisma checks for begging, etc.

To be fair, Pathfinder isn't real life.
In Golarion, I could see this being the case in Cheliax. Wasting food instead of giving it to the needy sounds very diabolical...

Sure, but the more important point in Bjørn Røyrvik's post is that you shouldn't need a feat for this.
Survival allows you to forage for food. How is a city any different from a forest, a desert or a swamp? It's am environment. It is an ecosystem.
I'd be interested to see what people would set the DC at. A temperate forest in spring is probably a 15 tops. A desert could easily be 25 or more. There's plenty of stuff for a savy survivalist to eat in a city, but it's probably substantially less nourishing than a blackberry patch. Then again, it's also probably not affected nearly as much by the weather.

That was pretty much my first response as well "why is this a feat" we have too many feats for things that should be rolled into other feats/abilities. Its not like we can spend x weeks training and learn an extra one beyond the base numbwr we get for our class.
Id set the dc at 20 myself plenty of food if your willing to steal/eat it but not as prevelent as the wild.

Survival is pretty wilderness specific though.
You are skilled at surviving in the wild and at navigating in the wilderness. You also excel at following trails and tracks left by others.
Check: You can keep yourself and others safe and fed in the wild. The table below gives the DCs for various tasks that require Survival checks.
A city is not the “wild” or the “wilderness”. So that part of survival never worked in the city. It’s not like the feat took away an ability the skill already had.
Surviving in a city is already trivial for an adventurer though. Just buy some cheap food for a copper.

Though most tables would absolutely just call it a survival check and not think twice, this is technically correct.
That said, I agree that this is an extremely niche feat that's unlikely to any use in even an urban campaign.
