RAW, Can Familiars cast spells on their own?

The playtest doc's wording says that the familiar is the one learning new spells. Now, the witch can cast those spells through the familiar, but I don't see anything in the rules prohibiting the familiar itself from casting spells it knows.

The familiar does not have spell slots to cast.

To cast a non-innate spell, you need to be able to do the "Cast a Spell" activity. Since familiars do not have that ability, they can't.

Bard Dedication: "You cast spells like a bard and gain the Cast a Spell activity."
Cleric Dedication: "You gain access to the Cast a Spell activity."
Druid Dedication: "You gain access to the Cast a Spell activity."
Sorcerer Dedication: "You gain access to the Cast a Spell activity."
Wizard Dedication: "You gain the Cast a Spell activity."
