Hi there,
1) has the breath weapon a cd = barbarian cd?
2) what is the cd for the breath given by dragon transformation lvl 16 feat?
3) continuino by point 2, the talent says that when you hit lvl 18 the breath weapon will have cd 30, which means that every Monster will get a critical success against it by Rolling 2. What.

1. Class DC is used.
2. The feat works as the spell. The spell uses the caster's spell dc, normally. This should also be class dc.
3. I have no idea why someone wrote this, since a level 18 barbarian would need to be under some debuffs to have a dc lower than 30.

Oof.
An 18th level barbarian will have 23 Str. So 10+18 for level +6 for Str with Expert proficiency for class for a +4 puts them at DC 38.
An 18th lvl barbarian with 10 str has higher DC than 30. Maybe it was meant to be changed to DC 40? But that still is too low at 19th level when they get Master proficiency in class DC.
That needs to be fixed. Class DCs are fine just the way they are, the feat would be fixed just by removing that part about the DC.

They are so so,but not fine.
A spellcaster dc is ok.
Being expert by lvl 18 and not being able to reach legendary can't be considered fine at all.
Just confronting his dc, not the wrong one given by the feat but the real one, with a lvl 18 crature st will show that, apart from some cases, the odds are definitely on the Monster side.
While a spellcaster will be fine.
Ps: we should also consider the stat increment given by the magic item.
So 39 vs 41.
