I think that's the case, sadly. I think the way I'm viewing it is we got 2 July Scenarios, and 2 August Scenarios (dropped early), plus the one quest. (Or you can view it as 4 August Scenarios dropped early). Either way they did front load, but it doesn't help that the season launched at GenCon without another drop for close to two months.
If they can get cycles to sanction Fall of Plaguestone and/or Hellknight's Hill, that will go a fair way, IMO, into smoothing out the ability to offer more events for the next couple of months. (Especially if either of those end up repeatable).

Ya, the long wait for the next scenarios is a little rough.
Plaguestone getting sanctioned sooner rather than later would go a long way to both satisfying people's appetite for more content and boosting the modules Adventures line from being a second class citizen to an awesome medium form adventure part of PFS.

At least one of the scenarios is a replayable. I'm trying to convince new players to make another PC so the replayable table happens in mid September.
Or you can get them to try out one of the pregens for a class they haven't played yet and bank the scenario credit for a future character they haven't built.
(Also, the quest is re-playable as well - with 3 alternates)

I imagine there’s ongoing progress on the sanctioning front—now that I’m not on the organized play team, I’m not up to speed on their current priorities (though today I got to help outline a delightful scenario coming out in November). That said, I know from four and a half years of working with those folks that the team’s strong and is always looking ahead to how to bring the best play experience to the community.
I can lay to rest one notion, though: Don’t expect “surprise” scenario content—certainly not in the coming month. The team assigns adventures several months in advance of publication, and we commissioned our standard September and October scenarios (plus the new stand-alone quests) leading up to the campaign’s launch. With some staffing changes and addressing any campaign adjustments (Guide updates, more pregenerated characters, clarifications to rules, etc.), the team’s got plenty on its plate for the foreseeable future. Sanctioning will show up soon enough, and September scenarios are expected on September 25th.

Looks like the question already got answered here, but some general advice for anyone finding themself in a similar boat:
Given the typical release schedule of PFS content, I’d advise running 2 slots of PFSv2 each month. If you have more slots to fill, offer v1, SFS or an AP. This way you’ll never “run out” of content. Once V2 APs get made PFS legal, you can add maybe a third slot each month, depending on length.

Right. But I play at my Tuesday store 2 slots a month, then run at my Wednesday store 2 slots a month, then I have nothing left for my Thursday store or conventions. :p
More seriously though... there other days are where I catch up on Starfinder, or replay some 1st ed. And I only go to Thursdays occasionally.
It's just difficult to recruit to "come play the new game" when there's not that much out yet.

This is gonna be a rough month. We have been making 3-4 tables 2x a week all month on PFS2. Nearly everyone (vets and new people) have played everything.
Plus, since the replay functionality hasn't been implemented yet, it is going to be hard to seat our vets at either PFS1 or PFS2 tables, and most of the new people have shown no interest in PF1.
Hopefully everything picks back up come October, and our new players stick around
