Stunned vs Slowed

So I was trying to understand the cantrip daze, and how it could be worth taking( only cantrip that does non-lethal damage?), when I was looking up the definition of stunned in the conditions appendix and I can't see any functional difference between being slowed and being stunned. Especially with the existance of speed reducing conditions, I am confused as to why these conditions were not combined?

Stunned and slowed are close to each other in concept, but in play rather different.

Stunned 7 for example makes the affected creature not act at all for 2 rounds, then on the third round it has one less actions than normal.
(Stunned for 1 minute is about equivalent to Stunned 30 [if not quickened...])

Slowed 1 on the other hand makes the affected creature have one less actions for the total duration.

I think they just realized that "stunned 1" was shorter than "slow 1 for 1 round." Since that's the most common form of this otherwise equivalent condition, they played some definitional jiu jitsu for efficiency's sake.

There may also be some descriptive differences between the two.

Imagine standing there like a pole-axed ox, eyes all a bewildered as you are stunned vs. actually moving and doing things just very, very slowly.


The biggest difference is the line "You Can't Act" which means that reactions aren't available to you until your turn begins and you lose the 1-action the condition reduces.
