Evading Banes when Character Proxy shuffled into location deck

A sidebar on Page 13 of the Core Set rulebook states that when a character's proxy is in a location they must evade any banes they encounter. However, it is my understanding that normally character cannot evade a bane unless they have some power or ability or card that enables them to evade.

So, when their proxy is shuffled into a location deck are they given a temporary ability to evade all banes as long as their proxy is shuffled into that location deck?

Also, some banes state they may not be evaded. Using the hierarchy the cards override the rules so would the bane override the rule of evasion and be encountered? Note that that the proxy language on page 13 uses the word never only regarding movement and not evading banes. So, definitely you couldn't move because never and always in the rulebook cannot be overridden by anything but the evasion text uses the word must so it would be overridden by card text.

Has there been any official clarification on this?

If you're told to evade something, you evade it (unless it says it cannot be evaded, obviously). If your character/proxy card is shuffled in, then you will evade everything, whether or not you have a power that would normally let you do so.

This is no different to a bane that says "When you encounter X, roll 1d4. On a 4, evade X.", which is an acceptable template that has been used before. Or "Evade undead banes you encounter", or anything - if you are instructed to evade or that you must evade, then an evade happens as part of that rule or effect.

And yes, the Hierarchy clearly states that a card text would override this; if you had an Hour that said "You may not evade banes you encounter", or you used something like Blessing of Bastet to encounter a card and be prevented from evading it, or if a bane said it cannot be evaded, then you would still make encounters despite the rules saying that you normally cannot do so whilst your character is stuck in a location deck.

Added to FAQ.

(We couldn't leave this as is: If defeating an unevadable bane allowed you attempt to close the location and you succeeded, the Closing Your Location rules would cause you to banish your proxy, and that’s not one of the triggers for getting your pawn back. That would be bad.)
