Wisdom or Constitution? I'm making a Dwarf who has good fort and will saves from her class but her reflex saves suck. I have a 12 dex in her build so far, but thats not enough. I figure even with Lightning Reflexes and Steel Soul, she'd need some extra umph to make reflex saves against the occassional lightning bolt or fireball.

Reflex is generally the least important save since the large majority of Reflex saves are just trying to take half damage. As long as you have enough hit points, you probably don't need to worry too much about it.
But if you really need to pump it, can I suggest taking the Extra Traits feat for Lessons of Chaldira and Deft Dodger or Glory of Old? Unfortunately I don't believe Deft Dodger and Glory of Old stack with each other as trait bonuses, but that's still +1 and a 1/day reroll, which is a better value than Improved Lightning Reflexes.

Might be easier to find a way to get evasion.
Evasion doesn't help with a bad reflex save. Improved Evasion does.
As InvisiblePink says, Reflex saves are "meh". A Fireball is only going to do 17-35 damage. Wasting this many resources to try to save half of that damage isn't worth it.
The only way I can think of is the Home subdomain of cleric to get Wisdom to saves, but it really sucks are requires 8th level cleric.

If you are worried about taking damage there are usually better ways to protect yourself than boosting your reflex save. Many things requiring fortitude and will saves are all or nothing, so making the save means you avoid the affect. Reflex saves usually only reduce the effect of the ability not avoid it. If you have evasion than boosting your reflex save becomes a lot more viable of a strategy, but without it don’t waste a lot of resources on trying to boost it. I would not even bother with Lighting Reflexes. Steel Soul and Glory of old affect all saves so are definitely worth taking.
From the sound of it you are playing a wisdom based divine caster. If this is the case you have a much better way to protect yourself vs damage. Divine casters have some of the best defensive spells in the game. Resist Energy is only a second level spell, and has a duration of 10 minutes per level. Against numerous attacks this is going to reduce the damage a lot more than boosting your saving throws. If you are facing a single powerful ability, then use protection from energy. Freedom of Movement will handle most of the other affects requiring a reflex save.
