In escalating efforts to remain ahead of their competitors, many corporations market specialty tool kits as the latest advances or essential devices. The following tool kits supplement those
presented on page 221 of the Core Rulebook and provide circumstance bonuses to one or more skills in specific situations. These tool kits include the following:

Consider that the item in question is a 'light scattering sniper's blind'.
A hunter's blind is a sort of small tent or an enclosed tree stand or tower.
But on a basic level, you likely need any toolkit in hand to use it. Which requires drawing it from your backpack, and most skill uses are a standard action unless they say otherwise.
So, as ridiculous as it sounds. I believe RAW goes:
Round 1
Swift action to change grip on your sniper rifle so you have a hand free, standard action to retrieve toolkit, move action to hide (with no bonus).
Round 2
Swift action to change grips so your snipe rifle is wielded properly, move action to aim sniper, standard action to shoot. Now you can attempt a stealth check to hide as part of this attack with a -20 penalty for the sniping use of the stealth skill. You get the +4 bonus on this check.

This is the second thread you've created where you didn't provide the entire quote, almost like you're trying to frame the question a certain way to get a certain answer.
It's helpful when asking a question to provide all the information available, so responders can provide the best answer, even if it's an answer that's not what you're looking for.
That being said, not all tools are the same. Descriptions matter. A weather station or hunter's blind, for example, would likely need to be set on the ground, whereas trapsmith's tools would likely need to be held in hand.
Starfinder, more than Pathfinder, I feel, wants you to consider what you're doing, and not just add up numerical bonuses. Tools are especially very circumstantial as to how they're used.
And, as always, consult your GM. They may be more or less lenient with their interpretation.

There's a language issue so knowing what's relevant may be a bit of an issue.

There are lots of interesting kits that all give circumstance bonuses. The way Garretmander puts it, makes perfect sense.
For the sake of keeping things simple I would rule you have to retrieve the kit to be able to use it using a move action, the you use it automatically when doing that particular skill. For example with a climbing kit.
To potentially do it faster get a Starfinders backpack that lets you draw items from your pack like drawing a weapon and get QuickDraw so you can retrieve as a swift action. In this particular example I don’t think it would make a difference, but there might be other advantages of being able to get stuff quickly from your pack.
