Taking the time to visit Maximillian Mars, you approach the head office of MarsTech. A sprawling complex consisting of several buildings and underground labs, it imposes an impressive picture as several thousand employees work here, obvious from the massive parking lot out front. Walking along the park in between two legs of a U shaped building, a clear pond sits in the middle. No building you see rises above three stories.
Entering the main building the receptionist tells you it will only be a moment. Calling up to the office, she speaks to Mars, "Sir, the new heroes in the city are here to meet with you." Apparently receiving an affirmative, she escorts you to an elevator leading to Mars's office. As you ride up, "If You Could Read My Mind" by Gordon Lightfoot plays.
The elevator stopping, you are led to an impressive doorway leading to an even greater office. Entering, you are greed by City Father Maximillian Mars sitting behind his desk. He rises to greet you as you enter when suddenly four individuals appear out of thin air in between you and him. Turning to you, a look of surprise on their faces, a techno-armored clad woman orders them to, "Attack!" With her are a man with close cut blond hair and a white muscle shirt with a target on it. A man with a shaved head, in a green muscle shirt. And a man in purple with a green cloak, wearing a mask.

The man in the green hood you've met briefly in your former life. Going by the name of Tempus, the man is powerful in his own way, able to manipulate time itself. He seemed to look significantly older back then, rather than the younger man you see now. But he still looks the same. Your encounter with him was brief, him leaving with only a cryptic, "I believe we meet for the first time in a few years from now." before disappearing through the timestream. You have little of his abilities to go on aside from the ability to mess with a person's time, slowing them down.
The man in the white muscle shirt is Cannon. An extremely violent and petty thug with F.O.E, the Fraternal Order of Evil, he is able to emit concussive blasts. You recall a rumor a few years ago the villain community itself was after him for the sheer joy he found in violence, completely willing, even preferring, to hurt innocents givent he chance.

dazed: A condition. A dazed character is limited to free actions and a single standard action per round, although the character may use that action to perform a move, as usual. Stunned supersedes dazed.
hindered: A condition. A hindered character moves at half normal speed (–1 speed rank). Immobile supersedes hindered.
vulnerable: A condition. Vulnerable characters are limited in their ability to defend themselves, halving their active defenses (round up the final value). Defenseless supersedes vulnerable.

Sorry for not piping up earlier; it was a long weekend here in Canada. Going to see Mars would not change Prime's plan that much, and as Dr. Prim was not invited, and had no plausible reason to go along with the group, he departed when the rest of the team set out for his office. Going into an alley, or somewhere else unseen, he changed into his new Prime form, and activated his cloaking system. No invisible to the naked eye, he followed the group at a distance via flight, just to keep an eye on them.
As the team began to enter the building, Prime considered how to best be of assistance. Looking up the building map on the internet, he found the location of Mr. Mars office. Flying silently up to the appropriate floor, he began to hover outside the floor to ceiling windows. Privacy windows, reflective from the outside, Prime switched through various spectrums of light until he was able to find one that allowed him to see through the glass without difficulty. Tuning his audio sensors to pick up what was going on in the room, he remained there, silent and waiting.
When the foes appeared, he was as surprised as anyone, as there had been no indication before the attack.
As Prime was flying at the time, his default Superspeed ability would have been offline, reducing his initiative bonus to +0. With a roll of 15, this is still ahead of Gargantua, so he remains in the same initiative cohort.
Action: Unwilling to reveal himself just yet, Prime focused on the enemies who had just presented themselves. He took in every aspect of their appearance, from their costumes and faces, to anything that they might say to indicate the nature of their abilities. He scanned his databanks in order to determine if these were preexisting entities, or possibly newcomers, and as such potentially more of those influenced by the explosion on the Yellow Brick Way yesterday.

You are able to identify Cannon and Gargantua. Both are members of the Fraternal Order of Evil.
The man in the white muscle shirt is Cannon. An extremely violent and petty thug with F.O.E, the Fraternal Order of Evil, he is able to emit concussive blasts. He's known to be willing to go out of his way to hurt innocents, and is always considered armed and dangerous.
The other man is Gargantua. Able to grow to 60' in height, he's a simple thug of simple tastes, very uninventive in his tactics.
The individuals suddenly appear to be quite surprised by the appearance of the other supers in the building at present, as does Maximillian Mars. In fact, to Mars's credit, rather than dive for cover as would be expected, he merely stands and observes.

Straightjacket will simply move to engage the closest foe, growing in size (within the limitations of room size) and stretching to wrap up whomever is closest. He doesn't know any of these people at all, so is utterly unfamiliar with any powers and who might be a good match.

First things first, Dan wants to knock out the lights in the room. I assume there are windows so it shouldn't get pitch black. I just need it to be darker.
Can I use move-by action and takedown 2 to essentially cleave from one light to another to break them all? The idea is that I'd lash out at a light with a tendril, and then move into the shadow left behind as it breaks to lash out at the next one. That should keep me enough in the dark that I should either be invisible the entire time, or only visible for very brief moments. Then at the end of my movement, I'm going to shadow jump back to my original position to throw off anyone who might have seen me moving.
Does that sound like a viable action? Do I need to roll to hit the lights?

Breakneck tries to remember what he knows of Cyberknight and her affiliations. But he does his thinking while moving. Calling on his chi he starts his odd vibrations. He then moves at superhuman speeds behind the querulous quartet, so he is between them and their apparent target. As he goes he makes sure he hit each and everyone of the villains.

Straightjacket grows in size and begins to wrap around the man in the green muscle shirt, binding him up. (Two degrees of success, so he's Helpless, Immobile and Impaired.)
Suddenly a flurry of activity above shatters all the lights in the room, plunging it into only the sunlight coming in from outside, shadows cast everywhere.
Breakneck moves about quickly, striking out as he moves at each of the villains, landing several blows against them. (All four made saves, but all failed damage resistance rolls with at least 1 degree. So all are dazed, and Gargantua is Staggered.)
Area attacks actually don't require an attack roll, they simply hit. It's a Dodge resistance roll to reduce damage.
Sadly you do not know much beyond what's already been said.

Momentarily dazed, Cyberknight quickly calls out orders to her team. "Tempus, slow down that thing on Gargantua. Cannon blast out that wall to give us some room. Gargantua, get rid of him!" She then proceeds to point her lance at Gumshoe, unleashing a blast of plasma at the gummy man. Despite what would have been a well aimed shot becomes a miss as Tempus's dodge gets in her way, causing her to veer off her attack at the last minute, sending it flying through the wall behind our heroes. A man on the other side quickly drops to the ground, his coffee cup splattering everywhere, as he howls in terror.
Cannon, on Cyberknight's orders, turns around and sends a wave of concussive force into the wall, opening up a section easily large enough for several people to fit through. "Let's blow it all up!"
Gargantua suddenly begins to grow himself, nearing Straightjacket's own size and causing the room to become more crowded. "I'm gonna pound you!"
At this point, Evil Eye sends a blast of mystic energy at Cyberknight's direction, missing the woman and striking against the outer wall.
Tempus brings his powers to bear against Straightjacket attempting to slow him down as well. "You're running out of Time!"

He targets the one called Tempus, one who seems able to impair his opponents, and hits him hard with a blast of concussive force, shattering the window and announcing his presence in the most dramatic fashion possible.

Prime sends a blast of concussive force at Tempus, knocking the man out quickly, causing him to fall unconscious to the ground.
Breakneck charges about the room, once again landing a powerful series of strikes against all the villains. Gargantua is staggered from the numerous blows and Tempus is most definitely down for the count.
Straightjacket continues to grapple the large man, largely wounded from the mulitple strikes against him and begging to suffocate.

Dan wasn't in any mood to be tangling with a team of mercenary supers in a closed space. Tempus was the one that worried him the most. He walked calmly up behind the man, invisible in the shadows of the room, drew his gun and put a single round through the back of the the time-traveler's knee. The muzzle flash illuminated him for a split second, and then he was gone again.

@Dan Cranston: Tempus is down for the count, Cyberknight or Cannon would be better targets. Guns in this game tend to fall victim to the Guns are Worthless trope, making them difficult to use to do any effective damage, unless it is some sort of super powered mega weapon.
As for damage, a light pistol (like a 9mm) is a 3, and a heavy pistol (like a .44 Mag or Desert Eagle) is a 4. Truth be told, the average super will probably hurt a foe more by throwing something at him, due to the typical super's strength.

I'd say make it an opposed check, your Fighting vs. his Dexterity. You win, he attacks Cyberknight instead.
Another option is to have a rather high attack bonus and just use Power Attack. It's not limited to melee attacks only, and with the feat you can subtract 5 from attack to add 5 to damage (meaning you could have a heavy pistol do +11 attack and 9 damage).

Cyberknight aims her weapon at Breakneck, his quick movements and dazzling punches the biggest threat in her mind, takes a shot at the speedster. Fortunately for Breakneck, his quick movements keeps him well out of her attack range.

Quickly looking over the group of villains, Breakneck notes too many are still standing, if looking a little worse for wear. Instead of his more direct charge and punch series of attacks, he launches into a set of short hopping kicks easily making the short distance between the standing bad guys.
Again a whirlwind attack, while they remain bunched up.
"The tide of this battle is against you, surrender." Makes a not so snappy statement.

Meanwhile Breakneck continues his rapid assault, switching to kicks this time as he moves. He strikes Cyberknight and Gargantua, but both manage to shrug off the blows, either with armor or pure muscle. Cannon on the other hand does not fare as well, taking a boot to the side of his head, sending a tooth flying. "Damn heroes!"

Hovering outside what is now a shattered window, Prime moves his glowing eyes to fix on a new target. Seeing Cybernight relatively unengaged, he targets him with his concussive stunner, seeking to put him down just as he had Tempus. He raises his hands and lets the concussive pulse wave race from his exposed palms.

Wondering why the bad guys don't try to leave, Breakneck attacks all standing again. Suspicion now crosses his mind though, as he thinks, This is a big coincidence, I wonder if something else is going on, these guys talk bad but seem wussy, is this a test?
"This is a bad showing miscreants, are you really up to no good or are you just acting the part and something's up?"
Breakneck keeps his attack up but is showing to those with fast perception that he is getting a bit more careful.
Standard area attack one more time but Breakneck's thinking again and he'll probably stop soon and start asking more questions.

Prime comes to the window and sees Cyberknight, unleashing a stunning blast into her. Turning she tries to leap out of the way of his attack, but already wounded her sluggish response isn't quick enough to avoid the attack, and down she goes unconscious. (You hit, she failed with 3 degrees)
Dan trips up the large man grappling with Straightjacket, sending him plummeting to the ground with a BANG!! The floor itself begins to creak under his weight, but still holds. A sign of good construction.
Breakneck speeds across the room once again, sending both Gargantua and Cannon into a daze.
Cannon, looking around at the destruction, begins to raise his arms defensively, "All right, all right, you win. This ain't worth it anymore. I'm willin' to make a deal if you just stop hitting me."
Gargantua looks up at him, anger on his face, "You better cut me in too."

Released, Gargantua looks over to Cannon before shrinking down to regular size. Cannon himself turns to the group and raises his hands in surrender, though it's still quite possible for him to unleash a blast of energy. "I'm standing down heroes, you believe me I am. I know when I'm beat and in a bind. Gotta say you're all pretty tough, outnumbering us and all. The new big bad heroes in town. It'll make it all the more fun when I start blasting some of your pretty faces off." Gargantua just looks up at Canno from the ground, saying nothing.
