I'm a little confused on class feats. Say I level up to level 4 as a bard and I get a new class feat. Can I only pick a class 4 feat or could I also go back and pick up another level 1 feat?

You also get class feat at level 2. There are no level 2 feats. Your logic would mean you can't take that feat.

So, yes, level 4 you can take a level 1 feat. You can take any feat of your level or lower when you receive a feat.
