Situation one. The cut from air doesn't make them miss. It says it deflects it so they take 0 damage. So... 0.

Situation 2. Combat reflexes makes him able to deflect dex +1 attacks.

Cut from the Air is an amazing feat if you build for it.

So yeah, he can use it to deflect attacks (up to dex + 1 with combat reflexes) and takes 0 damage.
