If a character is to multiclass when he levels, does he take a feat being that the new class is level 1?

For example a level 1 Soldier levels up and takes a level in Technomancer, does he get a feat due to the Technomancer being level 1? Also, how does it work going forward in regards to feats? Would he obtain then the moment either class levels to an odd level?

Nope, you're going to use your character level to determine when you get your regular feat progression, and then the class levels to determine when you get bonus feats from that class.
