With a little refluff you could use my Browser, Firefox build.
Get a Kitsune pyrokineticist and the feat that gives you a tiny fox size. Never stop being a street mutt, occasionally on fire. You can easily be the party scout when the flames are doused (size tiny), and you have a constant stream of touch attacks. Setting fire to buildings makes a good distraction (non-good, bordering on evil) and even if spotted you can grab something out of a trash bin and run to seem like a normal urban pest (don't mind me I totally wasn't listening to your secret conversation just gonna take this stale bread okay thanks guys bye!).
You basically never get to speak, so be aware this concept will need to have personality and fun portrayed through nonverbal means.

I'd want to know a lot more about the campaign than just 'urban' before I decided on what would be fun characters. Urban could range from high society intrigue to street level vigilantism to conventional dungeon delving with an uban theme (sewers, crypts etc.) and more. Characters that would fit well with one would not fit at all with others.
That said, first idea looking at the party composition is someone with access to magic that the sorcerer won't have. If it is just a 3 player game, with E6 i'd probably be leaning toward the more versatile 6-level casters or 3/4 BAB 9-level casters. Inquisitor, Bard Cleric and Shaman jump out to me as having good synergy with the party, and all have options, with or without archetypes, to fit most urban campaigns.
