Need Clarification on "Remove Curse," Please?

REMOVE CURSE
Remove curse can remove all curses on an object or a creature. If the target is a creature, you must make a caster level check (1d20 + caster level) against the DC of each curse affecting the target. Success means that the curse is removed. Remove curse does not remove the curse from a cursed shield, weapon, or suit of armor, although a successful caster level check enables the creature afflicted with any such cursed item to remove and get rid of it.

The first sentence says it can remove all curses from an object or creature. Later in the paragraph it gives the exception of cursed shields, weapons, or suits of armor don't have the curse removed, but they are able to be taken off and be gotten rid of.

So a ring, necklace, or other cursed Wondrous Item that isn't a shield, weapon or suit of armor can have its curse completely removed from a casting of Remove Curse? If so, why does Break Enchantment, an even more powerful form of the spell, only allow things to be taken off or gotten rid of, and not also completely "remove all curses from an object?"

Per the wording of the spell, yes. However, note that each cursed item should technically be considered unique (or at least individual enough), that this might not always be the case. Some specific items, like rings or gloves, may require more requirements for removing their curse. Typically this can be found in the item's description. Similarly, some armor, shields, or weapons can possibly have their curses removed with remove curse, but again, those would be specifically noted.

The only reason it doesn't... is that it 'doesn't'. What I mean is: that's not what that spell was made to do. It certainly could, if the intention was that it was a more powerful remove curse. It isn't though.

First, it doesn't affect items. It only affects creatures. It can free those creatures from the effects (ie. curses) of items, but it is not intended to remove enchantments or curses from items. It is a powerful spell, yes. It affects multiple creatures, way more than a single remove curse could affect at once, and frees them from effects, but it just isn't made or intended to remove curses from items.

I know that answer probably sounds silly, but it's like asking why symbol of death doesn't also stun creatures when it's clearly a more powerful symbol than symbol of stunning. They aren't necessarily intended to do the same things.

I'm going to go in the opposite direction and say that Remove Curse should only allow you to discard cursed items regardless of type (it does not permanently remove the curse from the item) and the text referring specifically to weapons, armour, and shields is misleading or possibly in error. From general cursed item rules:

These items can only be discarded after the character or item is targeted by a remove curse or similar magic. If the spell is successful, the item can be discarded on the following round, but the curse reasserts itself if the item is used again.

This text is very general with no indication that cursed rings and so forth can be permanently un-cursed.
