Recruit or hire NPCs for leadership roles for a new Kingdom?

I'm the GM and my players have started to plan they want to found a small kingdom. They have plenty of money to spare but the problem is the number of NPCs they have befriended who are not already on some government position in another kingdom is really small. Are there any guidelines I could follow to allow them to search/hire/recruit for new NPCs candidates? They won't take the Leadership feat, so there's that too.

Here are the rules (it is more precise to call them guidelines) about founding and maintaining a kingdom.

They can choose to recruit some family member or other contact, you don't need to have prominent NPC taking the positions. If all other fail interview some of the citizens and select who seem more reliable.
They probably they will be less trustworthy than people that you have befriended before, but that is part of the burden of founding a kingdom.
Role play it, the rules are a little sketchy.

The main problem they have is that they are nobles and their family and close friends are the ones already on leadership roles on another kingdom... So I guess they will have to look around on the citizens as they arrive.

Just because someone is already a noble does not mean they wouldn't be free to join a new Kingdom. Younger sons tend to have little chance of inheriting a position, so even if all their friends have positions they may have a sibling they could recommend.

Ok, I just talked with them and they might simply try to make a *colony* of their original kingdom instead. I guess one of them will become viceroy then, but I'm not entirely sure how to handle this. Looking at this...

... and then it says a colony or vassal state have their own stats.

So... this would allow just the interested PC to cover, lets say, 2 any other roles in addition to Viceroy (21 days of work) but she would still need to staff the rest of the roles with NPCs.

If they are creating a colony they could petition the original kingdom to give them bureaucratic support. In fact, said kingdom might even insist on it, since it's beneficial for the kingdom to have individuals in charge of a colony that are loyal to the crown.


If they are just starting to plan, their plan should include finding people for the needed positions. You can make that as easy or difficult as you want. I'd probably assume that small benefits (+2 or less in the relevant stat) wouldn't require much effort as there would be plenty of suitable candidates, but if they wanted higher benefits it would take more effort.

While the Kingdom rules don't go into any real benefits from taking a leadership position to the characters that do, it is reasonable to assume that there is pay in some form for the job (either actual wealth or prestige) and so the PCs probably don't need to pay wages for their general from their personal funds.

That's right! The Ruler does have Leadership so filling up the ranks with her remaining mid-low level followers would be the most logical solution.
