I was under the impression that vampires can not step out into direct daylight. which means they could still be active during day time as long as they don't go frolicking through the a Daisy field it's High Noon. Basic stay in the shadows and the undead should be fine, right?
All because that thing that looks like acts like smells like and tastes like a vampire but because its daytime it can't be a vampire.

A vampire out of the bestiary will die after three rounds exposure to sunlight.
But if this is a home game, all bets are off. Your GM may well have homebrewed a spell like the Order of the Stick's Protection from Daylight. Or perhaps the vampire is using Protective Penumbra. Does the light level drop near the suspected bloodsucker?
Or maybe it's a different monster, not a vampire at all. Maybe the GM wants you to think it's a vampire. Conversely, maybe the GM wants you to conclude it can't be a vampire. My suggestion? Find a mirror and see if the vampire has a reflection. Or shove a holy symbol in it's face and see if it flinches. (Though you might want to use a bit more tact.) Or see if you can maneuver it into a situation where it would be logical to cross running water, and see if it makes some excuse not to. That should settle whether it's a vampire more definitively than a weakness it would make sure to have protection against, like sunlight.
