Dervish Dancer does not allow you to use Weapon Finesse with the Scimitar.
It allows you to use your dexterity for attack and damage with a Scimitar, but neither are because of Weapon Finesse. This ability is the sole result of the Dervish Dance feat.
This is why the Dawnflower Dervish Bard, who receives Dervish Dance for free, but not Weapon Finesse, can still use dexterity for attack and damage with the Scimitar.
Weapon Finesse is just a feat tax here.

Furthermore, even if you could put Agile on a Scimitar, no matter the order in which you apply the benefits, you're replacing one attribute value with another value. It's like having a plate with a Hamburger and you are given the choice to replace what's on your plate with a Grilled Cheese. You start with a Hamburger in your plate, swap it for a Grilled Cheese, then swap the Grilled Cheese for another Grilled Cheese. The only benefit you could possibly have with having both an (hypothetical) Agile Scimitar and Dervish Dance is that Agile stops working under anti-magic effects but it affects all manners of wielding, unlike DD which has wielding restrictions but doesn't "turn off" under anti-magic. So, with both, you could two-hand your Scimitar with Dex to attack and damage using the Agile property, but if subjected to an anti-magic field, you can switch to one-handed wielding and continue benefiting from Dex rather than being completely shut down.
