This is adressed in Blood of Angels, I believe. Aasimar plus halfling would be a Small Aasimar.

I've read it, It does cover how non-human Aasimar come about but I'm not seeing where it says being an Aasimar can overcome normal incompatibilities (Human x Halfling), and Aasimar are not half-celestial. Unless I've read it improperly, my reading comprehension isn't the best.

Even though theoretically Halflings are not genetically compatible with Humans, in practice Humans are compatible with almost everything.

I don’t think that what can exactly interbreed with what has been explicitly or exhaustively stated. Here is a relevant post for this discussion though by James Jacobs:
He leans towards no Human-halfling pairings but says it is ultimately a GM call.

They aren't half-celestial, they're Native Outsiders. If Native Outsiders can breed with Humans, and we have non-Human Aasimars as a possibility by the rules (even if rare), then I'd say that Halfling Aasimars are possible.

The sidebar seems to only imply that non-Human Aasimar pop up because a Celestial got involved with that particular race.

I always thought it was a mistake to have Aasimars and Tieflings as their own races and not as templates (like 1/2 Celestials and 1/2 Fiends). It used to make for some some really wrong world building, a human who had an Aasimar child at age 28 was unlikely to live long enough to see the child out of adolescence since they matured at 60. At least the errata has fixed that so they mature at 20, but when applied to Elves and other long lived races, now you have this blessed Aasimar child who will be dead of old age at such a very young age.
I would have liked it to be a race based template, you retain the features of your race and gain the features of Aasimar or Tiefling.

^Now that you mention it, I came up with 2 concepts for long-lived characters that had to be adopted by Elves even though the first part of their upbringing was by their Human parents, due to the maturation and lifespan issue. One is a Dhampir, and the other is a Tiefling (conceived before the Aasimar/Tiefling maturation/lifespan errata).
