I'm not sure where 3rd party Psionics is discussed, but hopefully someone can help me with a technical question on how Network Powers work when a Psionics class does not actually have a collective but has an augmentation that creates a Network.

Does this allow a Psychic Warrior to manifest this power as a network power with any allies, or is this Network Descriptor portion for Tacticians only through the collective?
The collective class feature (tactician & vitalist) or something like it is required to use network powers.

Not necessarily. A power with the network descriptor doesn't restrict the power to be used solely over a collective link.
Ryze, having the augment add the network descriptor doesn't create a collective for the psychic warrior. He has to have that pre-existing in order to use that augment as well as the spirit of many ability as well.
