This has build has been something of a pet project of mine, I hope to at some point in the future actually try out this build so for now it's a rather silly endeavor but here's what I got so far.
I figured the best would be to make it a half elf alchemist. In terms of point buy (25) you'd probably wanna go something like

This build will be unfortunately starved for feats.

Hopefully you get your hands on a Headband of Mental Prowess +6 (CHA and INT) and a Belt of Phsyical Might +6 (CON and DEX) as well as a Stone of Good Luck (Fate's Favorite).
Total Hitpoints
8+10d8+9*d6
Sans constitution averages out to about 84.5, with it you should could get some 40 more from 18 constitution (Belt).
Total Skillpoints
84 without intelligence. You could get up to 180 more from 28 intelligence (Headband).
Havne't distributed any FCB points yet. Getting more uses of reveal weakness might proof useful.
The main strategy is to hopefully scout out the enemies, learn what type of enemies they are and what type of energy resistances they have and precast paragon surge (select the proper Elemental Spell) and drink a mutagen before engaging them. Desna gives out a luck bonus to initiative, which you get another +1 from Fate's Favorite for a total of +2. Add 8 from improved initiative and a greensting scorpion familiar. Ideally an additional 8 from 26 Dexterity (Mutagen and Belt of Physical Might which sadly doesn't stack with Paragon Surge).
May all your enemies be flatfooted.

May I recommend creation subschool over teleportation. Due to your limited wizard levels teleportation's powers are limited to the point of nigh useless. Also creation's power is very fun to play with, particularly on a rouge style character. Foresight is another good school for PRC takers although finding consistently useful spells for each level can be hard. Item Creation school would save you a feat(letting you get perfection a level earlier) and let you fully use every school of magic
Did you consider stacking any more archetypes on alchemist? Vivisectionist stacks with many alchemist archetypes and odds are at least 1 could help
Don't you already have quicken spell by lv17?
Instead of Improved familiar at lv19 how about extra contingency. At that point you already have time stop for action economy. Keeping your initiative bonus would also be nice

I should have added that this is 1pp only. What is item creation school?
For an arcane trickster the regular conjuration school might be viable for those additional acid darts.
As for creation, I seem to currently lack the creativity as to what I'd use it for. Making keys maybe? Might be cool to set up a shield that stands before you to give you cover, but it disappears after one round.
I'm favoring Void now, as the great thing about Void is that the power scales with caster level rather than wizard level, and the 8th level power is an aura (that unfortunately scales with wizard levels). Only giving up one elemental school of your choice seems pretty decent. Also the +2 on saves against spells and SLA, +3 at level 5. Keen senses and guidance as a wizard spells are also nice.
As you pointed out I picked out quicken spell already. Maybe some magic creation feat, staves? Wands? Extend spell?
Extra contingency for 19 really does sound better than an improved familiar though.
Since a scorpion is tiny, can you hide it under your backpack or something? So that when it casts guidance it won't trigger AoO?
I suppose I could give up brew potion for a martial weapon feat (Elven Branched Spear, which humanoids with elf subtype can take as a martial weapon), but potions are pretty useful.
Throw anything on the other hand would probably prove of little use to this concept. But the being able to hold breath longer isn't very exciting either.
Bramble Brewer would give 2 more AC and possibly fast healing, but at the loss of 2 dex.
