Something to keep in mind if you select the Liberation domain is that the liberation special ability automatically triggers when your character’s movement would be restricted, so falling o the side of a boat into the water would start eating up those precious rounds of freedom of movement. {. . .}

Liberation (Su): You have the ability to ignore impediments to your mobility. For a number of rounds per day equal to your cleric level, you can move normally regardless of magical effects that impede movement, as if you were affected by freedom of movement. This effect occurs automatically as soon as it applies. These rounds do not need to be consecutive.

Freedom's Call (Su): At 8th level, you can emit a 30-foot aura of freedom for a number of rounds per day equal to your cleric level. Allies within this aura are not affected by the confused, grappled, frightened, panicked, paralyzed, pinned, or shaken conditions. This aura only suppresses these effects, and they return once a creature leaves the aura or when the aura ends, if applicable. These rounds do not need to be consecutive.

Neither of the Liberation Domain's Powers are triggered automatically by non-magical effects, so they neither help against falling over the side of a boat nor are consumed by being in the water thereafter. In other words, no problem if you take the Liberation Domain and want to adventure underwater as you will probably need to do, but you still need to know how to swim and to fight under water in ways that won't be impeded, without relying on your Domain Powers.


That's what the rules definitely read as but since the author was talking about it, it's probably fair to assume liberation is intended to apply to nonmagical effects as well.

I'd consider it fairer to assume that the author misread the liberation ability, missing "magical". (I did the same thing on my first read through.)
