During a PFS game my GM said this was the case. Is it true?

The important bits:
Creatures affected by this spell are staggered and can take only a single move action or standard action each turn, but not both (nor may it take full-round actions).
You can free one or more creatures from the effects of temporary paralysis or related magic, including spells and effects that cause a creature to gain the staggered condition.
How do these spells interact(if at all)?
1. No interaction.
2. Only the staggered effect is removed, but not the other effects of slow.
3. Slow and all of its effects are dispelled.

I would be inclined towards #3, although it's not a flawless match.
Remove Paralysis clearly does have some interaction with Slow, because Slow causes Staggered. The question is how thoroughly Slow is Removed.
If the spell is cast on one creature, the paralysis is negated. If cast on two creatures, each receives another save with a +4 resistance bonus against the effect that afflicts it. If cast on three or four creatures, each receives another save with a +2 resistance bonus.
If you used Remove Paralysis on 2-4 Slowed creatures they'd each receive a saving throw against Slow, that would presumably end the Slow. So then in the case of a single creature, what does it mean when the "paralysis" is negated? I'd say it removes the entire effect.
"Paralysis" in this case should be taken as a broad term for all manner of things that restrict movement, not just the 'paralyzed' condition. And the penalties caused by Slow are certainly due to movement restrictions.

Apparently slow was specifically called out in 3.5.
You can free one or more creatures from the effects of any temporary paralysis or related magic, including a ghoul’s touch or a slow spell. If the spell is cast on one creature, the paralysis is negated. If cast on two creatures, each receives another save with a +4 resistance bonus against the effect that afflicts it. If cast on three or four creatures, each receives another save with a +2 resistance bonus.
The spell does not restore ability scores reduced by penalties, damage, or drain.
I know 3.5 rules don't always translate over to Pathfinder but perhaps this is indeed intended?

RP would also have wonky interactions with Suffocation as well.
In answer to the OP, by RAW it would; including dispelling the "Additional" penalties. I'm also inclined to FAQ this, as it seems to be a little strange.
The target can attempt to resist this spell’s effects with a Fortitude save-if he succeeds, he is merely staggered for 1 round as he gasps for breath.
If it fixes Slow I don't see why it wouldn't fix that part of Suffocation. Though with the Staggered only lasting 1 round I would be hard pressed to use a spell slot or a scroll to fix it!
