^The Player's Guide mentions the tracking system and gives you a Militia Sheet, but doesn't have the rules. Instead, it points you to Pathfinder Campaign Setting: Lands of Conflict. The rules may or may not eventually appear on www.d20pfsrd.com and/or Archives of Nethys (although even if it is legal for them to be posted online, both of these sites have been rather spotty with updates lately).

If you read Lands of Conflict, you'll see that most of the Militia system is the Rebellion system with the names changed. The biggest change is the addition of reputation in various communities, but the advancement table, the officer roles, the recording sheet, the idea of cadre being represented by teams, are all basically the same. So if you're really hard up for cash you could always just download the Hell's Rebels Player's Guide and use that.
