Do Animal Totem Tattoo and Aspect of the Beast feat work together?

Animal Totem Tattoo(eagle)

Would these two effects stack to allow a character to get 2 claws and 2 talons? Would it matter if Aspect of the Beast was selected through Druid or Ranger?

I'd allow it, assuming that the claws would go on the hands and talons on the feet. Note that the eagle totem would also give a beak attack.

The plan was to go with talons on feet in order to utilize all limbs. The race I am using has a better bite so I ignored that part of eagle totem.
