The only requirement for spring attack is that you move up to your speed. It doesn't say land speed, if you have a flight speed there is no reason you couldn't use it.
HOWEVER, you would still need to follow the rules of the fly skill. So, 180 degree turns cost 10'of movement and need a DC20 check, more than 45 degree turns need a DC15 check and cost 5' of movement. If you need to fly up to get to your opponent then you may be moving at half speed, if you are trying to ascend sharply then you are also looking at a DC20 fly check.

Just note that Spring Attack and Flyby Attack do not work the same.
Spring Attack requires you to make a melee attack, move at least 10 feet before that attack, and you can't attack a target next to you at the beginning of your turn.
Flyby attack lets you take any standard action (not just an attack). You don't have to move a minimum distance before you take that action, and if you attack you can attack a creature that is adjacent to you at the beginning of your turn. Flyby attack does not prevent attacks of opportunity.
If all you want to do is make a melee attack in between movement, Spring Attack is the one you wanted anyway. To make a ranged attack instead ofa melee attack, you need Shot on the Run instead.
If you want to do something other than a melee or ranged attack (like cast a spell or any other standard action), then you do need Flyby Attack.

So you play a summoner right, and then you take all the monster feats and then..... Yah i mean spring attack is the best your going to get as if I'm not mistaken your bat won't get it's own feats. Honestly animal companions might specifically not get to take monster feats, that's in a faq somewhere right. I think the eidolon loop hole exists just because it is technically not any of the things listed that can't take monster feats.

Acrobatic, Agile Maneuvers, Armor Proficiency (light, medium, and heavy), Athletic, Blind-Fight, Combat Reflexes, Diehard, Dodge, Endurance, Great Fortitude, Improved Bull Rush, Improved Initiative, Improved Natural Armor, Improved Natural Attack, Improved Overrun, Intimidating Prowess, Iron Will, Lightning Reflexes, Mobility, Power Attack, Run, Skill Focus, Spring Attack, Stealthy, Toughness, Weapon Finesse, and Weapon Focus.
but nothing else from the bestiary unless they have it as a legal source from something else

If you have access to the Advanced Race Guide, I might recommend you check out using a wayang instead of a halfling - small size with no negative strength adjustment. I have a gnome chained summoner using her eidolon as a flying mount and starting with a 12 strength has significantly limited her damage output. Check out the picture of the wayang - I think it fits better with a bat companion as well. :)
If you're thinking about using a lance and spirited charge for your attacks, your mount won't be able to spring attack. It has to charge for you to get the increased lance damage and both charge and spring attack are full-round actions. Personally, I find that with spirited charge, my damage output is better if my eidolon does not attack at all so I can end my movement far enough from the enemy to allow me to charge again the next round.

never knew charge/spring attack are independent of each other, i always assumed you could move after the charge if you had it. pretty sure my whole chapter here thinks so too. lol. in fact i think they have even been allowing my mount to attack without spring attack since i have ride by, but learned that that was wrong, so i wanted my next char to be correct.

Yeah, as I'm sure you've seen numerous times on the forums, the mounted combat rules are a bit unclear in areas. Ride-by attack mentions the rider taking the charge action and the mount moving up to double its normal movement, but the section on mounted combat indicates that both the rider and the mount take the charge action. Most GMs that I've discussed it with take the more restricted view, so I generally just make a single lance attack with each ride-by charge. The rules would permit you and your mount to both make a single attack on a charge, but you would have to stop within your mount's reach of the target to do that.
