The recruitment forum is for all online games, but the default assumption is that they are for play-by-post games on the Paizo forums. People recruit for both real-time online games via Roll20 or some other VTT and for play-by-post games on other forums, but it's best to be very clear about what kind of game you're planning to run when it's not the usual, either by putting it in the post title ("Recruiting for Roll20 AP" or "PBEM Recruitment") or listing it in the first sentence of your recruitment post.
Even then, a lot of people get excited about the prospect of what they think is being offered ("I have a PC I've been wanting to run through Skull & Shackles forever!") and don't read clearly what is actually on offer. So you'll have politely to disabuse a few applicants anyway.

As a note though, you guys should really refine the wording of the recruitment board, all it says is 'online campaigns' with no indication they are for PBP alone.
