That's why Paladins don't fall when they're mind controlled into doing something against their code.
Except... they do;
"A paladin who ceases to be lawful good, who willfully commits an evil act, or who violates the code of conduct loses all paladin spells and class features..."

Note the word "or". Any violation of the code of conduct, willing or not, causes the loss of powers. As also confirmed by the atonement spell;
"If the atoning creature committed the evil act unwittingly or under some form of compulsion, atonement operates normally at no cost to you."

People really need to stop complaining about 'changes' to the rules which aren't changes. Paladins falling due to unwilling acts has been part of the game rules for decades. Since before Pathfinder even existed.

It has mythological basis. Hercules was mind controlled when he killed his family but he still needed to perform the trials to atone.
And in Pathfinder, its implied that doing certain things inherently warps your mind and soul(EI casting Infernal Healing too often shifts your alignment towards evil) and for a Paladin purity is extremely important.

Heracles isn't a great example, since the person giving the quests was trying to get him killed (and failing)

That depends on the depiction. The 12th trials weren't even originally an attonement. In some versions its just a legit atonement.

I have found the perfect dress for my little dress-wearing children!
Boom!! A dominated cloaker! Swanky, swaggly, stylish, not detected by magic, and fully capable of flying them to safety in the event of an ambush. Illusions can provide a great diversion if you need an escape. Plus, cloakers are smart and observant, and have good Sense Motives, so they can both advise my children on difficult decisions and help spot potential enemies. They even have a great Initiative bonus! It's not super fancy, but I think simplicity is the right approach here. Don't give them some huge magic trinket that does all the work for them. And don't give them something that restricts what they do. Give them a friend.
Just make sure the cloakers know Common. And, uh, make sure the Domination doesn't wear off. That would be bad.
I love it! But...um... aren't cloakers large creatures that weigh 100 pounds? How much can your little girls carry?
Also, for those thinking of using a helm of opposite alignment...doesn't that change the victim's alignment to the far extreme? As a CN creature, that means the cloaker will either by LG or LE. Hope you get the one that doesn't deceive you before devouring your daughter.

Somewhere out there, there is a burly half orc thief. He broke into an inn they were staying at and stole the dresses. Once he found out the enchantments in this thread he now wears it everywhere.
If anyone asks why he is cross dressing he has to decide whether to make himself a target by explaining or a laughing stock by staying quiet.
If a half-orc thief can overcome an ego 40 intelligent magic item he's the sort of threat that requires a mythic wizard's personal attention anyways.

Another out of the box idea: Since dresses resemble robes, the daughters should be required to wear pants and baggy shirts until they prove that they can cast spells. Until then, they get an automatic bonus to Disguise checks to be mistaken for boys.
Umm, okay. Any reason why that would be a good idea?

Create a new greater demiplane with the timeless quality.
Give the dresses the ability to cast astral projection + a ring of sustenance effect + immortality or reincarnation.
The latter two are only in the the very off chance that you have to remove your daughters from the demiplane.
Now they can astral project and do whatever they want on any plane other than their original with no risk to personal safety.

If NPCs then they can do anything the GM wants without needing any construction rules... just remember if the players are going to be attacking these girls then you should balance the dresses to the power level of the PCs so it won't unbalance the game when they get them as treasure.

As my answer to the question, I would put a permanent Zone of Truth on the Dresses, and put the actual defensive stuff on tattos hidden via magic, like mage armor, endure elements, Mage's Blade, and All the Summon Monsters so it pulls out a damned army when she is in danger. Do this for both daughters, and give them each a zone of truth dress and problems solved for ever.
