Say you are an alchemist with fast bombs and a +8 BAB. You want to conserve them, so you don't want to waste them on iterative attacks that might miss. If you're hasted, can you choose to take the full attack action and make your normal attack and your haste attack, but not your iterative?
What about if you've only got two shots left in a pistol but have a +11 BAB? It's fine to only take your +11 and +6 shots, right?

Strictly by the words in the book it doesn't say you can stop after the 2nd attack, but no GM has ever enforced that as an actual rule because the book assumes that you want to keep attacking. However if a ruling was made I am sure the PDT is not going to say you must keep attacking.
Also if a GM rules that you must attack then just switch to unarmed strikes, and try to sunder the planet to avoid wasting bombs. After this happens enough he will likely stop wasting game time on nonsense.
PS: Also consider looking for a new GM.

Deciding between an Attack or a Full Attack: After your first attack, you can decide to take a move action instead of making your remaining attacks, depending on how the first attack turns out and assuming you have not already taken a move action this round. If you've already taken a 5-foot step, you can't use your move action to move any distance, but you could still use a different kind of move action
It does specifically state "first attack," but that is because this exception assumes you are trying to get a move action in. I suppose your GM could state that this only allows you to cancel ALL subsequent attacks after the first, but the more logical reading would say you can cancel iterative attacks at any time.
In particular, once an opponent is unconscious or using the free action speak to surrender, if you are letting the monster off the hook, the GM should allow you to forego the subsequent attacks.
If it works for that case, it should also work for multiple attacks that are consecutive (saving bombs or arrows or whatever).
For multiple attacks that are simultaneous (e.g. Manyshot or Magic Missile), those should not be cancellable.
As for the pistol with two bullets, I am pretty sure you have two options when attacking:
one shot, or two.
