Software that can create PCs is... rare, yeah. Between the sheer amount of rules material and the complexity of rules interactions, it's not the sort of thing every hobbyist programmer is churning out clones of, y'know? XD;
For what it's worth, if you're willing to learn some coding, you can buy the base Hero Lab package and manually create any content you want to use.

I think those are the only 2. Hero Lab is the closest to perfect but you have to pay a bunch to get everything.
No. You have to pay (IIRC) $30 for the base Pathfinder data set. With that, you CAN actually program everything else yourself. It will just take a LOT of time and effort and learning how the program works in order to do it.
Or, you can skip all the time and effort and just buy the data files. But they come in nice chunks....and nobody mandates that you must buy everything (or anything).
