i went to purchase this and it said it would be in my downloads...and it doesn't seem to be.

Your card was declined due to failing the address verification system. Usually this happens when the billing address attached to the card does not match what the bank has on file. Since the card was declined the order wasn't completed so you won't see the PDF on your My Downloads page.
