If you have Dex to damage, like from finesse training, would you add 1.5 x your Dex modifier on the two handed elven curve blade?

Yes, but only with the Unchained Rogue's class feature.

Edit: looked at the wording for agile again and it doesn't

It does by default, but not if the ability explicitly states otherwise, such as with the Agile enchantment.
