Is there something out there like this? I was thinking about how it would drastically change the culture of an intelligent non-humanoid that has never been able to achieve a civilization because they have no way to build, write or craft.

There is also a spell Anthropomorphic animal it lasts hours per Caster Level and can be made permeant.

There is no item made for it, yet someone could try creating one with Anthropomorphic Animal or polymorph as base spells in the item's creation.
Savage Species for D&D 3.0 had such an item.

No, I can recall the picture of it quite well, but I don't have the book handy to look up the item. It is basically a vest that you put on a creature without arms (such as a naga), and it gives them two arms that they can use for ordinary manipulation. I do not recall any details as to how it might have been limited, such as whether you could wield weapons with those arms.
