Witch Patrons and Deity Granted Spells

I'm not sure if it has been asked before, but here goes.
Outside of the mechanical reasons (balance and such), how come a Witch doesn't receive all spells known from her Patron much like a Cleric with their Deity?

Both in this case are providing the magical source and the knowledge, so what separates the two? Are the Witch Patrons just more fickle? Are they less powerful? Do they not want to grant all spells known to their followers? Could a Deity be a Patron? An Empyreal Lord? Demon Lord?

What makes the Patron a Patron and not a Deity?

Thoughts? Ideas?
Trying to come up with a good reason that leaves the in game verisimilitude intact thats not just pure mechanical.

Witches do get all the spells granted by their patron.....?

The Patron only grants access to "Patron" spells and empowers the familiar to learn spells and the Witch to cast them (and use hexes). There is nothing in the flavor text or the rules that implies the Witch gains access to her spell list through the Patron.

Witches do get spells from their patron.

And there are strong indications that a deity can also be a patron, if they like (the Iconic witch may well have Desna as her patron).

The basic difference between a Cleric and their Deity and a Witch and their Patron isn't necessarily the nature of the being in question, but their relationship. A God who bestows power creates a Cleric or Oracle. A God who teaches you how to do X with your own power is, at least potentially, a Witch Patron.

Now, many beings who can teach, and thus be Patrons, cannot provide spells in the manner a god does for their worshipers, but that's the key difference.
