Thing is though, a god of magic isn't "necessary" in Golarion. Magic did well and fine in the periods between Amazen and Nethys, and the ascension of Nethys didn't really change anything which seems to be the truth of Amzen's death as well.
Yeah. The gods are expressions of their ideals - that is, their ideals inform their essence -, rather than being the fundamental basis upon which their concept relies.
In Forgotten Realms, for instance, Mystra is magic, just personified. She is Magic turned into a godly person, and Magic is her turned into a useful weave by which arcane power can be tapped.
In Golarion, Nethys is the god of magic, because he ascended to divinity by being a super-powered arch mage that created and cast a super-cool (but not properly tested, and slightly wonky) spell that one time. He is god of magic because he's god of mages. There is godhood. There are people that are awesome at magic. A Venn Diagram has at the center of the area the two circles converge. That's about it.
EDIT: It's worth clarifying: the above was not meant to be patronizing or condescending - words being context-free can give an incorrect impression. More, I was trying to show the difference in the nature of what a "god" is within the two different (popular and awesome) settings. I am both an FR fan and Golarion fan (and an Eberron fan, though that setting receives a lot of flak). The OP's question is worth asking. The above is intended as a "build off of what's been said" answer. :)
