Crunch : not a weapon
Fluff : placing a bag of tar and resin over a hot flame for a full round would ruin it ;-)
In a home campaign I would allow to craft an alchemical item that incorporate both effect, probably with a crafting DC based on the hardest to make item +5, but wouldn't allow someone to add ghost salt to an existing tanglefoot bag.

Agreed, although a hybridization funnel could probably do it.

The blanching gives the weapon the ability to do full damage to incorporeal creatures, even if the weapon itself is non-magical. An application of ghost salt remains effective until the weapon makes a successful attack.
It allows the weapon to do full damage. It says nothing about making it a force effect.
A tanglefoot bag is a weapon, but it does no damage. Since it's not a force effect it would not restrain the ghost in any way.Unfortunately Holy Weapon Balm also wouldn't work.
In a past games we have made +1 ghost touched snag net for dealing with wizards (cast silence on it and throw it on a wizard, you caught a wizard).
Once we also made a +1 ghost touched rope (lasso) because we couldn't figure out how to permanently kill a ghost-wizard. We used the net to catch it and then our fighter tied it up (inside the net), then researched how to kill the ghost-wizard with out his interference.
