Hello Im actually stating up Gallowspire for an Occult Adventures game i want to run and have a few questions about creating a lich.
It says the creature must be able to cast spells and have a caster level of 11th. Is the Kineticist considered to have a caster level? the description of their talents says they have an effective spell level of 1/2 her level, so im just curious if that constitutes her as having a caster level.
If she doesnt, can someone else do the casting to create the phylactery?

Are you the GM or the player?
If you are a GM, and it is a better story/theme/flavour/experience/encounter than I would say either ignore that requirement, or accept some kineticist utility abilities create spell like effects and so meet that requirement. Or make something plausible up like a partially failed attempt at lichdom warped his spell casting ability, no longer able to form coherent spells, it can now only channel raw energy, but is otherwise a lich as per template.
If you are a player I can't help you by RAW, and I don't think as a GM I would allow a player character to be an evil undead in an evil undead killing campaign.

Ya no im the GM, I kinda thought that was clear from the first sentence saying "I'm stating up the dungeon" and "game I want to run".
Anyway that doesnt matter.
Thanks for the info what you have said makes sense I will totally be creating a Cold/Blizzard Blast lich with a couple of cold blast lackies. they were part of the failed lichdoms ritual and were caught in the same warping energy.

Sounds good to me, it has been a while since I wrapped up running Carrion Crown, but there is a lot of amazing support in the CC forum, and I imagine OA will drive some new traffic there. You can also fit Carrion Hill and The Harrowing in between the CC modules really easily, they are a thematically perfect fit.
CC has been one of my favourite APs, have fun with it

Remember that, even if this is allowed, undead are immune to nonlethal damage and thus an undead kineticist can never accept any burn. I guess that can make being a kineticist... difficult

Well the Lich template actually says they use their charisma as their con for determining hp per level so I was gonna swing it as con bonuses for an undead kineticist goes off their charisma bonus instead.
Though what Zaister said has me worried haha. Ill see if the Overwhelming Soul archetype is any good and maybe make them that instead.
If not, this is a very high level campaign, because im not talking about Carrion Crown, im talking about stating up the actual Gallowspire dungeon as described in Dungeons of Golarion. So at high level at least they can still use some of the infusions with their specialization ability and just cant accept additional burn to add more to their blasts beyond what would be reduced by Infusion Specialization.

Oooooooooo. I like. I just checked the Overwhelming Soul and it is actually pretty good. at 16 Kineticist she can reduce the burn of Infusions by 4 and the Burn of Wild talents by 3, and with gather Power/Supercharge she can reduce an additional +4 Burn of Wild Talents with a full round+move next turn. Thats a total of adding 11 Burn points worth of Wild Talents in a single shot.... and if it could accept burn a grand total of 16 Burn points..... wow ya I guess I will do some theory tests and see how powerful that is... if its too powerful then the undead dont accept burn haha.....
Are Blasts considered wild Talents? because I want to use Composite Blasts and at 16 it is reduced by 1 due to Composite specialization so Im just wondering if I can use 1 of my 11 points of reduction to reduce it to 0 which still leaves me with 10 Burn points left over.
