This will vary wildly between GMs. That said, the majority of GMs are more likely to allow only printed races, instead of custom ones, and tend to place Aasimar as the upper limit there.
My GM is generous in a great many respects, but even he only gave us 17 points to play with. Personally, I would only allow something like the centaur or ogre if all players had access to things of similar power.

That's not usually done via rp's.
There is a ruling for Monsters as PCs, which is that they start out at a level equal to their CR rating (So Ogre and Centaur are CR3, so they would be 3rd level). After 2 more levels, the Monster gains an extra level; and every 3 levels after. This is done a number of times equal to half the CR, rounded down.
So The Ogre or Centaur would start as 3rd level, gain 2 class levels (to 5th), then gain a bonus level (6th) before the other pcs go up a level. This is because the advantages given from the Monstrous background are worth less the higher in level you go. In the case of the Ogre or Minotaur, they would only get 1 bonus level, then continue as normal.
Note this is entirely at the GM's discretion; Most would disallow it as it complicates the game unnecessarily, though some accept it. Usually, if you go this route, all the PCs have a Monstrous background.
