On a related note, can you choose a scale that's already been chosen but has ended up back in the box for some reason? Say you pick the Scale of Resistance and it ends up banished in the next scenario - can you reselect it or must you choose a new one?
I'm of the opinion that cards don't have memory so if it's in the box it's fair game.

I tend to agree. If it isn't specifically removed from the game, it's fair game.

Can I take this back to the original question? How can you possibly gain a scale after each of the scenarios with there only being 4 in the box? When you run out of them in the box are you just out of luck? Doesn't seem like much of a reward when it's likely that they'll all be gone after the very first scenario (assuming a 4 player game).

Each player does not gain a scale. The group as a whole gets one scale each time you get the reward..
