I haven't read that section yet so I can't say for sure, but based your reporting of its absence from the BUYING AND SELLING section, it may be that they aren't generally available for purchase?
These things level with the character, so they're a piece of the character's identity. The devs may have intended them to either be found or crafted by the party themselves.

BUYING AND SELLING
Selling a scaling item presents a tricky balance proposition.
Such an item is worth more to a higher-level buyer, and a
high-level seller has spent more effective wealth acquiring
and keeping the item. The maximum amount a PC can get
for a scaling item is half the value (as normal for selling
magic items) listed on Table 4–13 for the item’s category and
the PC’s current level. To get this amount, the PC must find
a motivated buyer of her level or higher, which may involve
considerable time and effort. If the PC must sell in a hurry,
she might get 25% of the listed value, or even less. A PC can’t
sell a scaling item for more than 50% of the item’s value for
her current level, even if she sells it to a higher-level NPC.

If they are available in shop, they are either overpriced to buy at low levels or an unbelievably good deal at higher levels. The only shops they should show up in are mysterious shops that you hadn't noticed before despite walking past numerous times and can never find again, or shops with prices like the first smile of every day or your child's name.

It occurs to me that selling weapons that scale with the character is probably really bad business.
You're more likely to find a place that rents scaling weapons to you, with the fee being a cut of your adventuring loot, say 10% or whatnot (possibly backed up by some kind of supernatural contract or mafia connections or whatever) of your loot haul.

Just want to say that I find that to be a really cool idea that I am totally going to incorporate into one of my campaigns.
