As per above there seems to be a precedent for non-lethal energy damage (frostbite, non-lethal cold)
I don't know what the official word is, but based on that I would allow flaming sap+1 to deal non-lethal bludgeoning and non-lethal (fire) damage in a home campaign (i.e. I'd be inclined to say if something deals non-lethal damage, the whole thing deals non-lethal damage, including +1 enhancement or energy weapon bonuses)

Be a Half-Orc or Orc, use an Orc Double axe, and take the Orc Weapon Expertise feat for +1 non-lethal damage on every lethal hit.
Not PFS legal though.

That ruling negates the Merciful property.
Frostbite is a specific spell, made to emulate the effects of extreme cold.
Merciful spells are normal spells modified by a metamagic.
That said, the +1 and the STR is already nonlethal if the base weapon is.
