Does elven favored class bonus for Investigator:
a. increase the total volume of inspirational points by 1/3
b. or does it add 1/3 of a point?

Investigator: Increase the total number of points in the investigator's inspiration pool by 1/3.
Example:
If I am Elf Investigator with Inteligence 18+4 and I will choose to increase number of inspirational points every level. The sequence of volumes of inspirational points pool will be:a. (increasing the total volume by 1/3) 5, 8, 10, 14, 18, 25, 33, 45, 60, 81, 108, 145, 193, 258, 344, 460, 613, 818, 1090, 1454
b. (just adding 1/3 of point) 4, 5, 6, 7, 7, 9, 9, 10, 11, 12, 12, 14, 14, 15, 16, 17, 17, 19, 19, 20

Finally, some of these alternate favored class benefits only add +1/2, +1/3, +1/4, or +1/6 to a roll (rather than +1) each time the benefit is selected; when applying this result to the die roll, round down (minimum 0). For example, a dwarf with Rogue as his favored class adds +1/2 to his trap sense ability regarding stone traps each time he selects the alternate Rogue favored class benefit; though this means the net effect is +0 after selecting it once (because +1/2 rounds down to +0), after 20 levels this benefit gives the dwarf a +10 bonus to his trap sense (in addition to the base value from being a 20th-level Rogue).

For it to fit the pattern of the way the other fractions to work in the book, wouldnt this 1/3 indicate you get One Extra /Every Three Levels ?
Still pretty new so I could be wrong, but thats my interpretation so far.
You are correct, Mrsnid. So you get 1 additional Inspiration point at 3rd, 6th, 9th, 12th, 15th, and 18th level if you take that FCB at every single level.
