I'm planning a Summoner for an upcoming game, based loosely on Greek mythology, her name will be Keres(spirits of violent death, similar to Valkyries in Nordic mythology) and I would like her Eidolon to be based on the Makhai(spirits of battle and slaughter) in Wrath of the Titans. My idea is to have it be two beings fused together back-to-back, so I'm thinking Biped form(maybe Quadruped?), with Head(for 2 heads), Limbs(arms, for a total of 4 arms) and eventually I would like to branch into it being Large as well. I want it to essentially have it fight like a whirlwind, spinning around the battlefield, savagely cutting down foes with it's multiple weapons. I was contemplating using an axe in 2 of the hands and a bow in the other two, is this possible to do? Can an Eidolon attack with both battleaxes AND a bow on the same turn or is that not possible mechanically? Any suggestions on how best to go about making this concept? Is the head evolution useless if I don't plan on giving it bites/gores? I wasn't sure if it's possible to have a second head fluffwise without the evolution. Any weapon suggestions that are better than axes?

I think it sounds great. Quadroped with pounce and Lots of attacks is always a winner. I would start out with just claws, pounce and extra armor on level 1 and then put on head and more arms when the levels start to come.
The Makhais are fast and hit hard so you want the pounce. Most GMs will be happy to refluff the claws as looking like different weapons if that is nessesary.
I dont know about the axe bow combo exept it will provoke AOOs in melee. If you Pick the SLA evolution you can get Arcane Strike.

Would getting something like Point Blank Shot allow the Makhai to use the bow up close and personal without provoking AoO's? I'm really liking the image of it willing around and coping into people while also putting arrows into them but if it's just mechanically unreasonable, I can switch the bow to a pair of blades or axes instead.

Close but this is the one that will give you what you want:
Point Blank Master (Combat)
Prerequisite: Weapon Specialization with selected ranged weapon.
Benefit: Choose one type of ranged weapon. You do not provoke attacks of opportunity when firing the selected weapon while threatened.
Normal: Using a ranged weapon while you are threatened provokes attacks of opportunity.
Special: Starting at 6th level, a ranger with the archery combat style may select Point Blank Master as a combat style feat, but he must have Weapon Focus instead of Weapon Specialization in the selected weapon.

Unfortunately that's Fighter-only so an Eidolon can't take it. Guess I'll just have to have it using 4 melee weapons instead, I'd hate to provoke that often, so being just a blender is perfectly okay with me as well. Maybe I'll have the other half use twin shortswords instead, or possibly a sword and shield and the "main" half use an axe and shield. I'm open to suggestions on a weapon loadout that would work best.

If you insist on using weapons, instead of natural weapons, you likely will want them to be ligth weapons since you will get a bit more to hit out of that. But unless you plan on having more than 7 weapons, using natural attacks will allow you to enhance all of them( to+1)with one level 3 Spell or will let the Eidolon use a amulet of Mighty first to get them all magic. You will also get full benefit from Str and power attack.
But for weapons. I would spend a feat on wakasashi prof and then just put one of them in each hand.

Gave the Makhai a quick skim over google, it's managable but it might be tricky.
Multiweapon Fighting is the core feat for this build. Beware that if you're playing Pathfinder Societies, this feat isn't allowed and the build falls apart.
The goal of the build, at least for creating your creature visibly, is to give the Head evolution, as many Arms as you feel comfortable giving it, and then short swords in every hand. Make sure to get the proficiency feat, as the evolution is way too costly. Swing to your heart's content, but beware that Damage Reduction and Hardness will ruin your build before you can say "I hate constructs." Also, if you want its weapons to be anything better than mundane masterwork items, you will drive yourself completely bankrupt keeping it up to snuff. Craft Arms and Armor on your character (again, if not playing PFS) is strongly advised.
As a side note, giving your eidolon the Basic Magic evolution technically qualifies it for the Arcane Strike feat. It won't scale as well as it will on a full HD player character, but it's still bonus damage on hit basically for free, and also helpful for DR.
Base Form: Quadriped gives you pounce, but Biped has better natural strength and it already starts with two arms, saving you a ton of evolution points. Remember to put your free claws on your feet, since it means you can still attack with them along with your normal weapon swings.
Feat Path: Weapon Proficiency Short Sword, Multiweapon Fighting, Double Slice, Power Attack, Weapon Focus Short Sword more or less in that order. Power Attack earlier if you have frequent access to buffs, weapon focus earlier if you're whiffing too many attacks. The first two are mandatory, of course.
Evolutions: As many Arms as you feel comfortable taking. Remember that giving it a bit of Strength will be a huge boon to your hit rolls and damage, and a little bit into Natural Armor helps keep it alive. Large Size is also great. Everything else, save it for Evolution Surge.
The Heads evolution doesn't do much for you without investing in Bites, but if you're going for this Kali style build a few suboptimal choices might make DMs hate you a little less. (And boy howdy, do we earn a lot of DM ire.) But hey, at the very least it's an "extra life" against vorpal weapons. Fun to pair with the Skilled: Perception evolution to add some crunch to the fluff.
....if you are in PFS, just take a bunch of arms, give them Slam or Claw attacks, and describe the arms as looking somewhat swordlike. Good news is that it frees up a lot of feats and Evo points if you went for claws. Just remember the natural attack cap.
