So my wizard want to build a custom magic item. A mechanics tools +10 .. just for things :)
The rules said the cost is
Bonus squared × 100 gp so 10^2 x 100 = 10000 GCs
But what about the DC to craft it?
The rules said the DC is 5 + CL ... but what type of spell must be cast to an item such this? :/ and what level?
Any ideas?
The example is the CLOAK OF ELVENKIND CL 3 , require invisibility

There is a standard magic item, the traveler's anytool, that requires major creation as a requirement. I'd look at that and use it for a comparable. Since this is considerably more limited, I'd probably use a lower-level spell and lower the CL. On the other hand, this is also an expensive and hence powerful magic item.
My offhand suggestion would be that the required spell is crafter's fortune (level 1), CL 5.

Most tools that have a specific number increasing a skill require a craftsman of the same number in ranks to construct them.
I also noticed that a +5 competence bonus is a 3th level CL in the 'eyes of the eagle' and the 'cloak of the elven kind'
and a +10 competence bonus is a 5th level CL in the 'elixer of hiding'
And so I assume a +15 competence bonus is a 7th level CL
and a +20 competence bonus is a 9th level CL

This actually sounds like it would be much more powerful than an AnyTool. An AnyTool is the appropriate tool for just about anything. For checks it would help, that means a +2 (say a crowbar as an example).
This thing is +10 and (if I'm reading the intent right) has the AnyTool ability to change shape.
Does it provide a single tool at a time, or a set of mechanic's tools? If only a single tool, I'd suggest the CL of AnyTool (9th) plus the CL of a permanent +10 bonus (the elixir of hiding above has a duration, yes?).
If I'm misreading, and it's a +10 to one skill, then that elixir of hiding plus the price of permanence.

My understanding was this was a bonus to Profession (mechanic) and only Profession (mechanic). If it's a generic bonus to anything, then, yes, it would be substantially more powerful than the anytool (by 5x and should cost 25x).

Well its a single bonus to craft(mechanic), the properties of anytool looks cool for the item so sounds nice to add it too but maybe its too much for the cost.
the final item will be something like this...
"The ultimate tool belt"
CL 5, 10.000gc
While used for 24 hours or more, the user gains a +10 competence bonus to craft mechanic.
Craft: Craft wondrous item, crafter's fortune, 5.000gc

Well, keep in mind that the price is not necessarily 10k. Custom items all have their final prices determined by the dm.
+10 is a hefty bonus, so the dm might see fit to increase the price, especially if the skill is unusually valuable in his or her campaign.
I'd suggest crafter's fortune as well for the spell requirement and caster level.
