Rules as written, the commoner dies and does not affect anyone's ability to raise dead beyond any other method that leaves an intact body.
Flavor more important than rules says such a massive amount of damage has occurred to make resurrection methods difficult (body sliced in half, etc.).
Practical gameplay, very few CR25 adventuring parties would seek out mortal combat with a first level commoner and then have the group or someone else worry about what level of means would be necessary to resurrect the poor person.
